David L. Gangloff Jr., Esq. is the President of Operations for Property Tax Assistance Co., Inc. located in Bellflower, California. Mr. Gangloff has been representing major corporations for their personal property taxes in all of the primary industrial counties in California since 1985. He worked with Cal-Tax and other industry professionals in the rewrite of Assessor’s Handbooks in California and instructs at the Institute of Professionals in Taxation Advanced Personal Property Tax Academy.
He is a member of the California State Bar and has successfully completed the Certified Public Accountants exam. He has represented clients with a multitude of different types of personal property such as all types of metal working machinery and equipment, high-tech laboratory equipment, interoccular lens equipment, high-tech equipment used by the military and aerospace industries, equipment and fixtures owned by law firms and stock brokers to name a few.
He is a frequent speaker to professional associations such as the Institute of Professionals in Taxation, the Defense Contract Audit Agency and the Society of Auditor-Appraisers. He has been involved actively in various pro-taxpayer legislation and has testified before the California Legislature
Sean is a principal and Executive Vice President with Property Tax Assistance Company, Incorporated (PTA). Sean has been providing successful personal property and real property tax representation throughout the State of California, Arizona, Nevada, and Washington since 1989. Sean oversees and coordinates the valuation appeals and representation of client’s multifamily, office, retail, industrial, and special purpose properties (e.g. data centers) for PTA Real Estate Tax Division.
Sean has experience with new construction, leasehold fixture, ownership, and exemption issues. Sean provides consulting in complex Assessment Appeals Board (Board) presentations involving accounting, appraisal, and property tax interpretations. Sean has also successfully represented large manufacturers and service related industry clients with their Business Personal Property Assessments. He advises clients in property tax audit preparation.

Ron W. Gangloff, Esq. is a Vice President of State & Local Tax Services for Property Tax Assistance Co., Inc. Mr. Gangloff has represented major California corporations since 1989. He is a member of the California State Bar, a licensed Real Estate Broker and has completed all four Machinery and Equipment appraisal courses offered through the American Society of Appraisers.
Mr. Gangloff previously sat on the Cal Tax Board of Directors . Mr. Gangloff has appealed and reduced the assessed value of numerous types of manufacturing and retail equipment including equipment related to aerospace, mining, fast food, electronic components, movie production, video post production, food processing, precious metal recovery, furniture mfg.,Semi-Conductor Manufacturing, and biomedical, among others.
Albert is Vice President for the Northern California Division of Property Tax Assistance Co.. Since 1996, Albert has been representing clients in various industries and obtaining fair assessments in real and personal property on their behalf. He has accomplished this by working closely with clients as well as the County Assessor in the various jurisdictions and addressing cost and value related issues.
Albert has extensive experience with case preparation and also working through complex property tax audits. His expertise is within the following industries: aerospace technology and defense, high tech industries, cargo and stevedore operations, possessory interest, food processing, bio-pharmaceuticals and aggregates mining operations. Albert has conducted extensive research for mining operations, possessory interest and change in ownership, including legislative intent analysis.
Albert has successfully presented cases on complex properties, before the Appeals Board in various jurisdictions throughout California with favorable results for his clients.
He is a graduate of California State University, Long Beach where he obtained a Bachelor of Science Degree in Finance. He has also completed courses in Machinery and Equipment and Business Valuation from the American Society of Appraisers.
